Which ring roads can out-of-town license plates enter in Beijing?

There are no restrictions outside the Sixth Ring Road. An entry permit is required to enter within the Sixth Ring Road. For entering within the Fifth Ring Road (including the Fifth Ring Road, as well as areas within the Fourth Ring Road and Third Ring Road), there are traffic restrictions during morning and evening peak hours, with one day per week subject to traffic restrictions based on the last digit of the license plate number. The main roads of Beijing's Second Ring Road and Chang'an Avenue and its surrounding areas are off-limits to out-of-town vehicles at all times. For out-of-town license plate trucks: 1. From 6:00 to 24:00 daily, all out-of-town license plate trucks are prohibited on roads within the Sixth Ring Road (inclusive). 2. From 0:00 to 6:00 daily, out-of-town license plate trucks entering roads within the Sixth Ring Road (inclusive) (except for trucks transporting fresh agricultural products) must obtain an entry permit.
