Honestly, Enterprise is your best bet for this. They built their whole business on it, especially for local rentals when your car's in the shop. Just book your car online, but then you have to call the actual office you're renting from. Don't just show up expecting them to know you need a ride. The guy in the van will come get you, it's super easy. Other companies might do it sometimes, but it's not their thing like it is for Enterprise.

As a frequent traveler, I always check the "Services" section on the rental company's location page after I book. It will often say "Customer Pick-Up Available" if it's an option. I've used it with Hertz a few times from a hotel to an off-airport location, but I'm a Gold member. It's not guaranteed. Your safest move is to have a backup plan, like a rideshare app ready, just in case the service isn't available at your specific branch.
