The "Road Transport Regulations of the People's Republic of China" stipulate: For registered motor vehicles, changing the color of the vehicle body requires applying for modification registration with the public security traffic management department. To apply for modification registration, the owner of the motor vehicle must fill out an application form, present the motor vehicle for inspection, and submit the following documents and certificates: (1) The identity document of the motor vehicle owner. (2) The motor vehicle registration certificate. (3) The motor vehicle driving license. (4) If the engine, body, or frame is replaced, a motor vehicle safety technical inspection certificate must also be submitted. (5) If the entire vehicle is replaced due to quality issues, a motor vehicle safety technical inspection certificate must also be submitted, except for motor vehicles imported through customs and those exempted from safety technical inspections as recognized by the competent department of motor vehicle products under the State Council.
