Shaanxi U was originally the license plate used by the provincial government agencies of Shaanxi Province and was discontinued in 2001. Currently, the Shaanxi U license plate is a shared plate for Xi'an and Xixian New District. At present, the license plates for various cities in Shaanxi Province are: A for Xi'an, B for Tongchuan, C for Baoji, D for Xianyang, E for Weinan, F for Hanzhong, G for Ankang, H for Shangluo, J for Yan'an, K for Yulin, and V for Yangling Agricultural Hi-tech Industries Demonstration Zone. On August 3, 2018, the Traffic Police Corps of the Shaanxi Provincial Public Security Department clarified that the Shaanxi U license plate is a shared plate for Xi'an and Xixian New District. Since the vehicle management office in the jurisdiction of Xixian New District has not yet been established, the specific management measures, such as the scope of application and processing procedures for the Shaanxi U license plate series, as well as the corresponding working mechanisms, are still under study and formulation, and the conditions for its use are not yet in place.

Because the number of cars in Xi'an is too large, the letter combinations of Shaanxi A have long been insufficient, so Shaanxi U license plates have been issued since 2018. These license plates are all issued by the Xi'an Vehicle Management Office, and when selecting a number, Shaanxi A and Shaanxi U are randomly assigned. If you look at the navigation map, cars with Shaanxi U and Shaanxi A plates are all driving in the urban area of Xi'an. Nowadays, almost one out of every ten cars on the streets of Xi'an has a Shaanxi U plate, especially new energy vehicles, which mostly carry this type of license plate. Don't be confused by the letters—cities around Xi'an use other letters, like Xianyang with Shaanxi D and Baoji with Shaanxi C. Shaanxi U is exclusively for vehicle registration in Xi'an.
