Where is the Lu W license plate from?

Previously, the Lu W license plates were issued to staff members of provincial-level government agencies in Jinan. Around the end of 2016, the issuance of Lu W license plates was discontinued. Currently, all such plates have been canceled and replaced with Lu A plates. According to relevant laws and regulations, starting from October 2018, Shandong Province completely abolished the "Lu O" and "Lu W" license plates, with all replacement work completed by December 31. Additional relevant information is as follows: 1. The first character of a license plate is a Chinese character, representing the abbreviation of the province where the vehicle is registered. The second character is an English letter representing the prefecture-level administrative region where the vehicle is registered. Typically, A represents the provincial capital, B represents the second-largest city in the province, and so on. 2. A license plate, also known as a vehicle registration plate, is a plate hung on the front and rear of a vehicle. It is usually made of aluminum, plastic, or sticker material and displays the vehicle's registration number, registration region, or other basic information. License plates serve as unique identifiers for vehicles, allowing authorities to determine the province, city, or county of registration and enabling vehicle management offices to identify the owner. 3. The colors of license plates vary depending on the type of vehicle: blue plates are used for small vehicles, yellow plates for large and medium-sized vehicles, white plates for military vehicles (including police cars), and black plates for foreign-registered vehicles.
