Shaan U was originally the license plate number used by the provincial government agencies of Shaanxi Province and was discontinued in 2001. Currently, the Shaan U license plate is shared by Xi'an and Xixian New Area. At present, the motor vehicle license plates for each city in Shaanxi Province are as follows: A for Xi'an, B for Tongchuan, C for Baoji, D for Xianyang, E for Weinan, F for Hanzhong, G for Ankang, H for Shangluo, J for Yan'an, K for Yulin, and V for Yangling Agricultural Hi-Tech Industries Demonstration Zone. On August 3, 2018, the Traffic Police Corps of the Shaanxi Provincial Public Security Department clarified that the Shaan U license plate is shared by Xi'an and Xixian New Area. Since the vehicle management office in the jurisdiction of Xixian New Area has not yet been established, specific management measures such as the scope of application and processing procedures for the Shaan U license plate series, as well as corresponding working mechanisms, are still under study and formulation, and conditions for its use are not yet in place.

Shaan U is the license plate designation for Shaanxi Province, specifically referring to the new sequence for Xi'an City. Previously, Shaan A was used for Xi'an, but with the surge in vehicles, U was introduced as a supplement, especially common for new energy vehicles.
