The letter Z as the second character is unique to this location within Shandong Province, and it rarely appears in other cities.

I have relatives working in a customs brokerage company who said that the Lu Z license plates are unique to the Qianwan Bonded Port Zone in Shandong Province. These special license plates with the letter Z are used for operational vehicles under closed management in port areas and are not allowed for ordinary private cars.
