The other possible location is in the black box on the right side of the engine compartment, close to the windshield. Last time when my right headlight suddenly went out, I opened the cabin fuse box myself, found the low beam position using the diagram on the back of the cover, and replaced it with a 20-amp fuse using the small tweezers that came with the car. A reminder: don't use excessive force when removing covers as Audi clips break easily.
