The Xinyang Expressway runs from Xinyi to Yangzhou, with the national expressway network designation S49. It is part of the Yanxu Expressway and serves as a provincial expressway in Jiangsu Province. The section from Yangzhou through Suqian to Xinyi is currently fully operational. The Xinyang Expressway passes through cities and counties such as Xinyi City, Suqian City, Sihong County, Xuyi County, Tianchang City, and Yangzhou City. In 2017, the Yangzhou section of the Xinyang Expressway opened, marking the full completion of the expressway. Starting from June 1, 2019, according to a document issued by the Jiangsu Provincial Transportation Comprehensive Administrative Law Enforcement Supervision Bureau and the Traffic Police Corps of the Jiangsu Provincial Public Security Department, the speed limit on the Xinyang Expressway from the Suqian South Hub to the Xuyi Interchange was increased from the original maximum of 100 kilometers per hour to 120 kilometers per hour.
