The Xinlu Expressway runs from Xinmin to Lubei, with the national expressway network number G2511, serving as one of the connecting routes of the G25 Changshen Expressway. The Xinlu Expressway starts in Xinmin, Liaoning, passing through Zhangwu and Tongliao to Lubei Town (Zhalute Banner) in Inner Mongolia. This expressway traverses two provinces/regions: Liaoning Province and Inner Mongolia Autonomous Region. The section from Xinmin to Zhangwu (formerly known as the Shenzhang Expressway) opened to traffic on October 10, 2007, while the section from Zhangwu to Arxang (formerly known as the Zhang'a Expressway) opened on October 25, 2011. On November 18, 2013, the section within Inner Mongolia from Haolibao (Liaoning-Inner Mongolia border) to Horqin District, Tongliao City, was officially integrated into the network and opened to traffic, connecting with the G45 (Daguang Expressway) east of Tongliao.
