The Liwu Expressway is expected to be fully opened to traffic in 2020. The Jiangsu section of the Liwu Expressway is numbered S68, and the Anhui section is numbered S28. It is an east-west expressway connecting the southern part of Jiangsu Province and the eastern part of Anhui Province. The Liwu Expressway has a total length of 95 kilometers, starting from the Xinchang Hub in Liyang City, Jiangsu Province, connecting to the Yangli Expressway in the north, passing through Liyang City, Lishui District and Fengzhen Town in Nanjing City, Gaochun District, Yanchi in Xuanzhou District of Xuancheng City, and Wuhu County, and connecting to the Huyu Expressway at the Liulang Hub in Liulang Town, Wuhu County. On February 3, 2015, the first phase of the Liwu Expressway, the section from Lishui and Fengzhen to Wuhu, was opened to traffic, with a total length of 29.362 kilometers, connecting to the Wuhu Bridge in the west and the Ningxuan Expressway and Fengzhen Hub in the east. In July 2017, the second phase of the Liwu Expressway, the section from Lishui and Fengzhen to Liyang, started construction and is expected to open to traffic in 2020, connecting to the first phase of the Liwu Expressway and the Fengzhen Hub in the west, and to the Liguang Expressway (planned) in the east. On September 30, 2020, the Changzhou Liyang to Nanjing Gaochun Expressway was opened to traffic.
