Article 53 of the Road Traffic Safety Law stipulates: When performing emergency tasks, police cars, fire engines, ambulances, and engineering rescue vehicles may use sirens and signal lights; under the premise of ensuring safety, they are not restricted by driving routes, directions, speeds, or traffic signals, and other vehicles and pedestrians should yield. At the same time, Article 50, Paragraph 2 of the Road Traffic Safety Law stipulates: When police cars, fire engines, ambulances, and engineering rescue vehicles are not performing emergency tasks, they must not use sirens or signal lights and do not enjoy the road priority rights specified in the preceding paragraph. Drivers of civilian vehicles suspected of failing to yield to emergency vehicles will be penalized with 3 demerit points and may face fines. Article 50 of the Public Security Administration Punishments Law of the People's Republic of China: Those who obstruct the passage of fire engines, ambulances, engineering rescue vehicles, police cars, and other vehicles performing emergency tasks will be given a warning or face fines; in serious cases, they may be detained for 5 to 10 days and fined. Intentionally following an ambulance to run a red light will result in 6 demerit points and a fine. Traffic violations such as stopping beyond the line, not driving in the designated lane, occupying bus lanes, or occupying non-motorized vehicle lanes caused by actively yielding to emergency vehicles will be promptly dismissed by traffic police based on the emergency vehicle's driving trajectory. Article 22 of the Procedures for Handling Road Traffic Safety Violations: If the illegal behavior recorded by traffic monitoring equipment or entered into the road traffic violation information management system falls under any of the following circumstances and is verified, the traffic management department of the public security organ at the place where the violation occurred or where the vehicle is registered shall dismiss it within three days from the date of verification. Article 3 of the Demerit Points for Road Traffic Safety Violations: Motor vehicle drivers committing any of the following violations will be penalized with 3 demerit points: Driving a passenger vehicle (excluding buses) or school bus with passengers exceeding the approved number by less than 20%. Driving a medium-sized or larger passenger or cargo vehicle or hazardous material transport vehicle on roads other than highways or urban expressways, or driving other motor vehicles at speeds exceeding the limit by less than 20%. Driving a truck with cargo exceeding the approved load by less than 30%. Driving a motor vehicle on a highway below the minimum speed limit. Driving a motor vehicle prohibited from entering a highway onto a highway. Driving a motor vehicle on a highway or urban expressway not in the designated lane. Driving a motor vehicle through a crosswalk without slowing down, stopping, or yielding to pedestrians as required.
