According to the 'Permitted Vehicle Types and Codes,' a C2 driver's license allows the holder to drive small and mini automatic passenger vehicles, as well as light and mini automatic cargo vehicles. It also permits driving light and mini automatic special-purpose vehicles and small automatic passenger vehicles specially designed for upper-limb disabled individuals. Small automatic vehicles refer to those with a total mass not exceeding 4.5 tons, seating capacity not exceeding 9 people, and a vehicle length not exceeding 6 meters. As stipulated by the 'Road Traffic Safety Law,' Article 19: Driving a motor vehicle requires obtaining a motor vehicle driver's license in accordance with the law. Applicants must meet the driving permit conditions set by the public security department of the State Council. Upon passing the examination, the traffic management department of the public security authority will issue the corresponding category of motor vehicle driver's license. Drivers must operate vehicles within the permitted categories specified on their license and must carry their driver's license while driving. Therefore, it is clear that both driving without a license and driving a vehicle that does not match the permitted category are illegal. The first provision of the reply from the Legislative Affairs Office of the State Council regarding the application and understanding of certain legal provisions in the 'Road Traffic Safety Law of the People's Republic of China' and its implementation regulations states: Driving a vehicle that does not match the permitted category on the driver's license is, in nature, equivalent to driving without a license. In terms of penalties, based on the principle of proportionality, it can be treated similarly to driving without a license but with a relatively lighter penalty.
