C-class license. Electric vehicles are classified as motor vehicles, and drivers must possess a valid driver's license to operate them on public roads. Although national standards for low-speed electric vehicles have not yet been officially issued, many regions including Henan province require that low-speed electric vehicles (often referred to as senior citizen mobility scooters) must be operated by drivers holding either C1 or C2 class licenses. There are two types of electric vehicles: those officially recognized as new energy vehicles by the state, which require registration according to vehicle type, necessitate drivers to obtain corresponding B-class or C-class licenses. Another category includes so-called senior citizen mobility scooters, which are not registered as motor vehicles by the state. Some cities prohibit these vehicles on public roads, while others have no specific regulations or restrictions and do not require a driver's license for their operation. According to Article 119 of the Road Traffic Safety Law of the People's Republic of China, the term "road" refers to highways, urban roads, and other places under the jurisdiction of units but open to public motor vehicle traffic, including squares, public parking lots, and other public passage areas. Vehicle owners are advised to be aware of these regulations to avoid unnecessary legal ambiguities and disputes.
