Due to the motorcycle throttle cable being higher at both ends and lower in the middle, water tends to accumulate at the lowest point in the middle of the throttle cable, making it more prone to rust. You can remove the throttle cable and then twist the throttle. If the throttle becomes less tight after removing the throttle cable, then the issue lies with the throttle cable. You can try dripping some oil into the throttle cable for lubrication or replacing the throttle cable.
