The white-blue wire is the power line coming from the headlight switch. Only when the switch is turned to the far left will this white-blue wire have power. Among the other two wires. The blue wire is for the high beam of the headlight, and the white wire is for the low beam. Connecting the white-blue wire to the blue wire will turn on the high beam, while connecting it to the white wire will turn on the low beam. If the headlight switch on the right handlebar is turned to the far left and the wires are connected as described above but the light still doesn't turn on, then it's possible that either the headlight switch is broken or the headlight bulb is burnt out. Turn the headlight switch to the far left and then measure whether the white-blue wire has power to determine if there's an issue with the headlight switch. The headlight bulb is even easier to check.
