The DMV system malfunction prevents the issuance of temporary license plates, and you can only wait for the system to recover before applying for them. A newly purchased car without a temporary license plate is not allowed on the road. Before the official license plate is issued, the temporary license plate is the only legal document for driving. Penalties for driving without a temporary license plate: According to the "Road Traffic Safety Law," if a motor vehicle is driven on the road without a license plate, the traffic management department of the public security organ shall detain the vehicle and notify the party to provide the corresponding license plate. In accordance with Article 90, a fine will be imposed, and 12 points will be deducted from the driver's license. Documents required to obtain a temporary license plate: Fill out the "Temporary Vehicle Registration Form" and submit the following documents: identification proof of the vehicle owner and the agent; proof of the vehicle's origin; the whole vehicle factory certificate for domestically produced vehicles or the import certificate for imported vehicles; and the rubbing molds of the vehicle identification number (VIN) and engine number. After the DMV reviews the above documents and confirms compliance with regulations, and the vehicle passes the safety and technical performance inspection, a temporary license plate will be issued, specifying the validity period and the starting and ending locations.
