Acceptance conditions: within the jurisdiction of the vehicle management office, the motor vehicle driver's license information has changed; the motor vehicle driver's license is damaged and illegible; the applicant does not have any of the following situations: accumulated 12 penalty points, overdue for review, license seized, detained, suspended, canceled, revoked, or rescinded.
