Get out of the car to assess the scratch damage, take a photo of the scratched areas at the front and rear of the car as evidence. Check if the other vehicle is parked illegally. If it is and you want to claim the damage under your own scratch insurance, you will need to call the police. If there are surveillance cameras, you won't be able to escape if caught. The owner may report to the police, and you will have to compensate for the damages, or even face legal consequences in serious cases. If you are in a hurry to attend to other matters, write your phone number on a note and place it under the other vehicle's windshield wiper for later negotiation and resolution.
