An expired out-of-town driver's license can be renewed in the same location where it was issued. Currently, this service is available in only a few cities, such as Hangzhou. Driver's License Validity Period: Article 56 of the "Regulations on the Application and Use of Motor Vehicle Driver's Licenses": If a driver has not accumulated 12 penalty points in any scoring cycle during the six-year validity period of the license, they can renew it for a ten-year validity period. If they continue to avoid accumulating 12 points in any scoring cycle during the ten-year validity period, they can renew it for a long-term valid license.
