Company transfer to a company requires: Vehicle registration certificate, valid compulsory insurance, business code certificates and official seals of both parties (copy, original for buyer), vehicle license, sales agreement, issuance of used car transaction invoice, filling out transfer forms at the DMV, and processing at the relevant counter. Personal transfer to an individual requires: Vehicle license, vehicle registration certificate, vehicle purchase tax certificate, road maintenance fee receipt, insurance policy, vehicle and vessel tax certificate, ID card. Vehicles that cannot be transferred: Those modified or altered without approval, or with changed cargo weight or passenger capacity; Those that have reached the scrapping age (if the vehicle condition is good, it can be transferred after special inspection, but cannot be relocated); Controlled purchase vehicles without the "License Plate Application Certification Stamp"; Application owner's seal does not match the original registration owner's seal; Violations or accidents not yet settled, or vehicles under investigation by authorities; Those not participating in regular inspections or failing inspections; Imported vehicles still under customs supervision without release; Those under court-ordered freeze or with unresolved mortgages.
