Vehicle deregistration requires: "Motor Vehicle Suspension/Deregistration Application Form", motor vehicle registration certificate, motor vehicle driving license, motor vehicle license plate, and the owner's ID card. For scrapped vehicles, a "Recycled Motor Vehicle Certificate" must also be provided. For lost vehicles, proof of loss materials must be provided. For foreign motor vehicles of embassies or consulates being shipped out of the country, a "Notification of Entry/Exit and License Plate Cancellation for Customs Supervised Vehicles of the People's Republic of China" must be provided. No unit or individual may engage in the following behaviors: unauthorized alteration of the registered structure of a motor vehicle; assembling motor vehicles or unauthorized alteration of the registered structure, construction, or characteristics of a motor vehicle; changing the model of a motor vehicle; changing the model number, engine number, frame number, or vehicle identification number of a motor vehicle; forging, altering, or using forged motor vehicle registration certificates; forging, altering, or using forged or altered motor vehicle registration certificates, license plates, driving licenses, inspection qualification marks, or insurance marks; using registration certificates, etc., of other motor vehicles; using registration certificates, license plates, driving licenses, inspection qualification marks, or insurance marks of other motor vehicles.
