What procedures are required for changing the vehicle frame number?

To change the vehicle frame number, the vehicle owner or their agent must submit the following documents and present the vehicle for inspection within ten days after the change: "Application Form for Vehicle Modification/Registration", the original identity proof of the vehicle owner, the vehicle registration certificate, the vehicle license, and the vehicle inspection record form. If the process is handled by an agent, the original and a copy of the agent's identity proof must also be submitted, along with the original and a copy of the handler's identity proof, and a written authorization from the vehicle owner. The vehicle management office should, within one day of acceptance, verify the vehicle, review the submitted proofs and certificates, annotate the modification on the vehicle registration certificate, reclaim the vehicle license, and reissue a new vehicle license. For the modification registration items specified in Article 10, Paragraph 1, Items (3), (4), and (6) of these regulations, the vehicle management office must verify the vehicle identification number imprint. Article 16 of the "Road Traffic Safety Law of the People's Republic of China" prohibits any unit or individual from engaging in the following activities: Assembling a motor vehicle or altering the registered structure, construction, or characteristics of a motor vehicle without authorization. Changing the model number, engine number, frame number, or vehicle identification number of a motor vehicle. Forging, altering, or using forged or altered motor vehicle registration certificates, license plates, vehicle licenses, inspection qualification marks, or insurance marks. Using the registration certificate, license plate, vehicle license, inspection qualification mark, or insurance mark of another motor vehicle.
