Article 57 of the "Traffic Regulations Penalty Rules": Motor vehicle drivers should apply for license renewal at the vehicle management office of the license issuing location or elsewhere within 90 days before the expiration of their motor vehicle driver's license. When applying, an application form must be completed and the following documents submitted: the identity proof of the motor vehicle driver; the motor vehicle driver's license; a medical certificate of physical condition issued by a county-level or higher medical institution or a military medical institution at the regimental level or above. For applications for small automatic transmission passenger vehicles specially designed for disabled persons, a medical certificate of physical condition issued by a specialized medical institution designated by the provincial health authority must be submitted. For annual review and renewal of an expired driver's license, the old license must be surrendered to the vehicle management office. According to the Ministry of Public Security's Order No. 123, license renewal can be applied for up to 90 days in advance at the original issuing vehicle management office. Materials required for license renewal: Original ID card and a photocopy. Qualified medical examination form from a hospital designated by the vehicle management office. Three one-inch color photos with a white background. Completed license renewal application form and processing fee.
