Submit a vehicle transfer application at the local vehicle management office. Obtain a tracing card and proceed to the transfer hall for vehicle tracing, indicating that the vehicle is being relocated out of the city. Then, take a number and wait. At the entrance of the hall, select the outbound transfer option based on the vehicle number. The process is similar to local transfers, with the additional requirement of vehicle tracing and a copy of the vehicle license. Next, go to the counter to submit the outbound transfer authorization form, pay the relevant fees, and receive a receipt. After three working days from submitting the license plate, return to the original processing location to collect the main file. Once the registration procedures are completed, the owner will be issued a temporary license plate.
