Download and log in to the Traffic Management 12123 app. Click on 'Motor Vehicle Services' and then 'Replacement of Motor Vehicle License Plates' to enter the license plate replacement process. Follow the steps to fill in the relevant information. Once the new license plate or vehicle registration certificate is ready, it can be mailed to your home. Online replacement of license plates requires an additional mailing fee. This function is only available for replacing license plates of vehicles registered under your name. The vehicle owner must be a real-name registered individual user on the internet to proceed. If you are replacing a damaged license plate, you do not need to provide the original damaged plate. However, if you are changing the license plate number, you must provide the damaged plate.
I also encountered a damaged license plate last year and promptly went to the DMV to get a replacement. The process is actually quite simple. First, take photos as evidence to avoid future hassles. Then bring your ID card, vehicle license, and original vehicle registration certificate directly to the local DMV. Fill out an application form for a replacement license plate, submit it, and pay a small fee of around a few dozen yuan. Once approved, you can get the new license plate on the spot and install it at home by tightening the screws yourself. The whole process took me half a day, so I recommend going on a weekday morning when it's less crowded and there's no queue. Don’t forget to hand over the old license plate to the staff for recycling—staying legal and compliant is the most important thing. Always check your license plate regularly while driving to avoid excessive wear and tear causing issues.
