An agent without a driver's license cannot handle the process, and it must be confirmed that the demerit points are not assigned to the agent's own license. The agent should bring their ID card, driver's license, and the vehicle owner's vehicle registration certificate to the traffic violation processing office and submit these documents to the staff. The staff will retrieve the vehicle's violation records for confirmation. Once confirmed, they will immediately print out the penalty decision form. The agent should then take the penalty form to the designated bank to pay the fine.
