At least one point must remain on the driver's license. The following are the relevant laws and regulations: 1. Accumulating 12 points in one cycle: If a motor vehicle driver accumulates 12 points in a scoring cycle, the traffic management department of the public security organ shall detain their motor vehicle driver's license. If a motor vehicle driver accumulates 12 points or more twice in one scoring cycle, or accumulates 24 points or more, the vehicle management office shall also conduct a road driving skills test within ten days after the driver passes the examination on road traffic safety laws, regulations, and related knowledge. 2. Not reaching 12 points in one cycle: If a motor vehicle driver does not accumulate 12 points in a scoring cycle and the imposed fines have been paid, the points will be cleared; if the points have not reached 12 points but there are still unpaid fines, the points will be carried over to the next scoring cycle.
