As a seasoned veteran in electric scooter modifications, I don't recommend tampering with speed limiters. While connecting the controller to a computer and flashing programs can indeed increase speed, manufacturers set speed limits for good reasons. Last time I helped my brother with this, the motor overheated and went into protection mode, nearly burning out the coils. Unauthorized modifications also void the warranty and can cause issues during annual inspections if discovered. If you really want higher speed, it's better to directly switch to a standard-compliant electric scooter where at least the frame and brakes are designed to match the speed.
