The following restrictions apply to those who wish to participate in "Learning to Reduce Points": Within the current scoring cycle, the driver has two or more instances of full-point penalties or has accumulated 12 points; In the most recent scoring cycle, the driver has two or more instances of full-point penalties; In the last three scoring cycles, the driver has been penalized for hit-and-run accidents, drunk driving, using forged or altered vehicle license plates, driving licenses, school bus signs, or other vehicle documents, or trading points; The driver's license is in the probationary period, overdue for review, or has been confiscated or temporarily suspended; The driver has unresolved traffic violation records; The driver owns a vehicle that has not passed the safety inspection or has not been deregistered as required; The driver has engaged in fraudulent activities or impersonation while participating in traffic safety education to reduce penalty points or during the education certification and examination process; The driver has already reduced 6 points in the current cycle. The new regulations for penalty points implemented in 2022 are as follows: Drunk driving, driving a vehicle that does not match the license type, or carrying more than 20% of the allowed passengers in a school bus will result in a 12-point penalty; Driving with a temporarily suspended license or violating traffic signals will result in a 6-point penalty; Driving below the minimum speed limit on highways or failing to undergo regular safety inspections will result in a 3-point penalty; Not driving as required or engaging in behaviors that hinder safe driving will result in a 2-point penalty; Improper use of lights, failure to yield, or not carrying a driver's license will result in a 1-point penalty.
