There are three main categories of penalty points for driving license violations. Traffic Violations: Operating a commercial passenger vehicle with over 20% overload (including school buses for the first time). Commercial vehicles include: taxis, long-distance passenger vehicles (excluding buses), and school buses (newly added). Severe Speeding: Driving medium-sized or larger passenger or cargo vehicles, school buses, or hazardous material transport vehicles exceeding the speed limit by 20% or more on highways or urban expressways; exceeding the speed limit by 50% or more on roads other than highways or urban expressways; driving other motor vehicles exceeding the speed limit by 50% or more. Intentional License Plate Obstruction: Starting from January 1, 2017, driving a motor vehicle on the road without displaying a license plate, or intentionally obscuring, damaging, or improperly installing the license plate will result in a one-time deduction of 12 points. The new regulations also update the rules for license plate frames, imposing a 6-point penalty for using non-compliant license plate frames.
