On the basis of participating in the ordinary indicator lottery and new energy indicator waiting list allocation as individuals, an additional method of indicator allocation is introduced, which uses "car-free families" as the unit for lottery and score ranking. Families that meet the following conditions can apply for one allocation indicator as a family unit: A family consists of a primary applicant and other family applicants, with a total of no fewer than 2 applicants; other family applicants are limited to the primary applicant's spouse, children, parents, parents-in-law, or spouse's parents, and must comply with the regulation of "individuals with residence in the city"; none of the family applicants or their spouses should have a small passenger vehicle registered in the city; individuals whose former spouses had a small passenger vehicle registered in the city at the time of divorce cannot be family applicants within ten years of the divorce, except for those who divorced before January 1, 2021. The primary applicant represents the family in the indicator allocation and becomes the owner of the indicator. All family applicants cannot apply for another allocation indicator within ten years after the primary applicant obtains the indicator. During the process of applying for an allocation indicator as a family unit, family applicants cannot simultaneously apply for an allocation indicator in any other form. All family applicants must declare that the application information and provided materials are true and valid and agree to abide by the aforementioned regulations.
The family-based lottery for car license plates means applying as a whole family unit when participating in the license plate lottery. When I applied individually before, the winning rate was frighteningly low. Later, with the introduction of the family policy, my spouse, child, and I applied together, which significantly increased our chances of winning. After obtaining the license plate, we bought a car for commuting, saving a lot of time. Remember to prepare documents like the household register to prove family relationships—don’t find it troublesome, as it makes the application easier. Especially after having kids, relying on a car for school drop-offs and pickups makes life much more convenient. The policy’s intent is to prioritize family needs and reduce wasteful individual lottery participation, but make sure to use the license plate in time, as it expires if unused. Overall, it’s a good measure.
