Floor the accelerator pedal - as long as the rear wheels start moving, the problem will be resolved. Use a hammer or similar tool to strike the brake drum a couple of times to separate the contact surface between the brake drum and brake shoes. After washing the car or when the brake drums get wet from rain, avoid parking immediately. Drive for a while and apply the brakes several times to allow the moisture inside to evaporate.
