There is no 10-year exemption policy for vehicle inspections. Instead, for new vehicles within the first 6 years, they can be exempted from inspection twice (requiring an inspection label application every two years without the need for an on-site vehicle inspection). At the 6th and 8th years, the vehicle must undergo an on-site inspection. For private vehicles older than 10 years, the original inspection cycle still applies: vehicles aged 10 to 15 years must be inspected once a year, and those over 15 years must be inspected every six months. Regarding the exemption scope: the new regulations include non-operational small and micro passenger vehicles (excluding minivans) with 7 to 9 seats within the first 6 years in the exemption scope. For non-operational small and micro passenger vehicles (excluding minivans) older than 6 years but less than 10 years, the inspection frequency is adjusted from once a year to once every two years. Relevant regulations: "Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China": (1) Article 15: Motor vehicle safety technical inspections shall be conducted by motor vehicle safety technical inspection institutions. Motor vehicle safety technical inspection institutions shall inspect motor vehicles in accordance with national motor vehicle safety technical inspection standards and bear legal responsibility for the inspection results. (2) Article 17: When a registered motor vehicle undergoes a safety technical inspection, if the registered content in the motor vehicle license does not match the actual condition of the vehicle, or if the mandatory third-party liability insurance certificate is not provided as required, the inspection shall not be passed.
