What is Highway Administration?

Highway administration, formally known as highway administrative management, refers to the administrative activities conducted by highway management agencies under the authorization of highway authorities and in accordance with national laws, regulations, and rules. These activities aim to protect highways, highway land, and highway facilities, safeguard the legal rights and interests of highways, and promote the development of highway undertakings. Its main responsibilities include managing and protecting highway assets; conducting highway patrols and inspections; stopping and investigating various illegal activities that utilize, occupy, pollute, damage, or destroy highway assets in accordance with laws, regulations, and rules; controlling the building red lines on both sides of highways; and reviewing construction matters related to facilities crossing over, under, or through highways. Highway law enforcement officers on expressways are responsible for protecting highway assets and rights in accordance with the law, investigating and penalizing violations of highway administrative laws, regulations, and rules, inspecting and supervising highway maintenance and construction work, managing the building control zones on both sides of highways, and checking and supervising the setup of road signs and markings on the sections under their jurisdiction.
