Any vehicles or pedestrians that violate traffic management rules and regulations, or any organizations or individuals such as government agencies, groups, enterprises, schools, or others that occupy roads without approval from the public security authorities for activities like setting up stalls, parking vehicles, stacking materials, building sheds, or conducting market trade and other activities that obstruct traffic, are considered traffic violations. Penalties for traffic violations include warnings, fines (vehicle impoundment), temporary suspension of driver's licenses, revocation of driver's licenses, cancellation of driver's licenses, administrative detention, and criminal liability for offenses that constitute crimes.
