Consequences of not scrapping a vehicle: 1. Basis for vehicle confiscation. 2. Basis for fines and license revocation. 3. Basis for being unable to reapply for a license within 2 years after revocation. Below is the vehicle scrapping process: 1. The vehicle owner must bring their identity proof, vehicle registration certificate, vehicle license, and license plate to the business department of an authorized vehicle dismantling factory and fill out the "Application Form for Vehicle Suspension, Resumption/De-registration." 2. Apply at the registration acceptance counter. For vehicles that have reached the scrapping age limit, a "Vehicle Scrapping Notice" will be issued. For vehicles that have not reached the scrapping age limit but are deemed to meet the scrapping standards after inspection by the vehicle inspection counter, a "Vehicle Scrapping Notification" will be issued. 3. The vehicle owner can choose a qualified recycling company to dismantle the vehicle by presenting the "Notice." 4. After verifying the "Notice," the recycling company will dismantle the vehicle and take photos. The engine must be separated from the vehicle, the engine block must be broken, and the chassis (frame) must be cut. 5. The vehicle owner must submit the "Change Form," "XX Province Vehicle Renewal Technical Appraisal Form," "Scrapped Vehicle Recycling Certificate," and photos of the dismantled vehicle to the vehicle inspection counter for verification and signature. The license and certificate will be reclaimed, and the scrapping registration will be processed after approval according to regulations.

I've been driving for twenty years, with plenty of experience. If a car isn't scrapped, it's bound to have a bunch of problems. At first, the police will keep an eye on it, and fines ranging from hundreds to thousands are unavoidable. Then, the car can't be registered, the insurance becomes invalid, and if an accident happens, no one will compensate, leading to huge losses. An old car parked in the garage or on the roadside will have battery leaks and oil seepage, not to mention polluting the soil, neighbors complaining about the poor environment, and the property management giving you trouble. Selling it is even worse—buyers won't dare to take it, and you can only sell it as scrap for a little money, earning much less than the subsidy from proper scrapping. I once delayed scrapping a car, and the repair costs ended up being ridiculously high, almost leaving me helpless from the fines. Remember, handling it early saves trouble—safety first, don't lose big for small gains.
