If a new energy vehicle is classified as a passenger car, a C1, C2, or higher-level driver's license is required. According to Article 19 of the "Road Traffic Safety Law of the People's Republic of China": To drive a motor vehicle, one must legally obtain a motor vehicle driver's license. Applicants must meet the driving license conditions stipulated by the public security department of the State Council and, upon passing the examination, will be issued the corresponding category of motor vehicle driver's license by the traffic management department of the public security organ.
