Violation code 10392 means: The motor vehicle is parked temporarily in violation of regulations. According to Article 93 of the Road Traffic Safety Law of the People's Republic of China, for violations of laws and regulations on road traffic safety regarding motor vehicle parking or temporary parking, the illegal act may be pointed out, and an oral warning may be issued, ordering the driver to leave immediately. If the motor vehicle driver is not present or refuses to leave immediately despite being present, obstructing the passage of other vehicles or pedestrians, a fine of not less than 20 yuan but not more than 200 yuan shall be imposed, and the motor vehicle may be towed to a location that does not obstruct traffic or to a location designated by the traffic management department of the public security organ.
