According to Article 58 of the Ministry of Public Security's Order No. 123, if a motor vehicle driver accumulates 12 penalty points within a scoring cycle, the traffic management department of the public security authority shall detain the driver's license and may also impound the motor vehicle. Below are the methods to lift the temporary seizure status: 1. Attend training: The motor vehicle driver must, within 15 days, participate in a seven-day training session on road traffic safety laws, regulations, and related knowledge at the traffic management department of the public security authority where the driver's license was issued or where the violation occurred. 2. Take the exam: After completing the training, the vehicle management office shall administer a test on road traffic safety laws, regulations, and related knowledge within 20 days. If the driver passes the exam, the penalty points will be cleared, and the driver's license will be returned. If the driver fails, they must continue with the training and retake the exam. Refusal to attend the training or take the exam will result in the traffic management department of the public security authority announcing the suspension of the driver's license.
