1. Eligibility Requirements: (1) Non-local applicants must have resided in Beijing for at least six months. (2) They must meet one of the following conditions: stable employment, stable residence, or continuous education in Beijing. 2. Required Documents: (1) Personal resident ID card or other valid legal identification. (2) One recent passport-sized color photo without a hat. (3) Continuous education refers to full-time enrollment and attendance at primary or secondary schools, vocational education institutions, or regular higher education institutions. (4) Legal stable employment means having legally paid social insurance in Beijing for at least six consecutive months, meeting one of the following conditions: being employed (or hired) by state organs, social organizations, or public institutions; being recruited by state organs, social organizations, enterprises, or public institutions with a legally signed labor contract; or engaging in secondary or tertiary industries with a valid business license. (5) Legal stable residence means having legally paid social insurance in Beijing for at least six consecutive months with formal employment. Applicants who meet the above conditions can apply at the local police station or community service stations authorized by the police station. The first application is free of charge, and processing takes 15 working days.
