The C1 and C2 car test items include five mandatory subjects: reverse parking, parallel parking, hill start and stop, right-angle turns, and curve driving (commonly known as S-curve) (some regions have a sixth item: highway card collection). According to Article 25 of the "Regulations on the Application and Use of Motor Vehicle Driving Licenses" (Ministry of Public Security Order No. 123), starting from June 1, 2021, the C2 and C5 tests no longer include the hill start and stop assessment. However, the AB license tests for large vehicles cover 16 items: reverse parking, continuous obstacle passage, curve driving, highway simulation test, width-limited gate, bumpy road, single-plank bridge, narrow road U-turn, hill start and stop, parallel parking, highway emergency handling, mountain road simulation, right-angle turns, rain and fog weather simulation, highway tire blowout, and tunnel simulation driving. Small cars require a passing score of 90. The driving test for Part 2 has a full score of 100, with evaluation criteria for failing, deducting 20 points, deducting 10 points, and deducting 5 points. The test is considered passed if the following conditions are met: applicants for large passenger vehicles, tractors, city buses, medium-sized passenger vehicles, and large trucks must score at least 90; applicants for other vehicle types must score at least 80. Article 44 of the "Regulations on the Application and Use of Motor Vehicle Driving Licenses" states that each test subject can be taken once, with one retake allowed if failed. If the retake is not taken or failed, the test is terminated, and the applicant must reapply. Within the validity period of the learner's license, the number of attempts for Part 2 and Part 3 vehicle skill tests must not exceed five. If the fifth attempt is still unsuccessful, the results of other passed subjects become invalid. According to Article 19 of the "Road Traffic Safety Law": driving a motor vehicle requires legally obtaining a motor vehicle driving license. Applying for a motor vehicle driving license must meet the driving license conditions set by the public security department of the State Council; after passing the test, the traffic management department of the public security authority issues the corresponding category of motor vehicle driving license; drivers must drive according to the vehicle type specified on the license; the driving license must be carried when driving. Therefore, it should be clear that both driving without a license and driving a vehicle type not covered by the license are illegal. According to the first provision of the reply from the Legislative Affairs Office of the State Council on the interpretation and application of the "Road Traffic Safety Law of the People's Republic of China" and its implementation regulations: driving a vehicle type not covered by the license is considered unlicensed driving in nature; in terms of penalties, based on the principle of matching punishment to the offense, it can be appropriately leniently penalized under the provisions for driving without a license. Therefore, both unlicensed driving and driving a vehicle type not covered by the license are subject to Article 99, Paragraph 1 of the "Road Traffic Safety Law": driving without a motor vehicle driving license, or driving when the license is revoked or temporarily suspended, is punishable by a fine from the public security traffic management department and may also include detention for up to 15 days.
