According to the latest policy requirements, non-local residents in Beijing must meet the following conditions to purchase a car: 1. Proof of residence: Non-local residents must hold either a valid "Beijing Work Residence Permit" or a valid temporary residence permit with continuous social insurance and individual income tax payments in Beijing for the past five years (inclusive). Either one of these documents is required. 2. Driver's license: A valid motor vehicle driver's license issued by the traffic management department of the public security bureau. 3. Other requirements: The individual must not have a passenger car registered in Beijing under their name, nor any motor vehicle that should be scrapped but has not been deregistered. Unlike individual income tax, the requirement for continuous social insurance payments in Beijing over the past five years (inclusive) refers to 60 consecutive months of social insurance payments counted backward from the month before the application month. Late payments for interrupted months are also valid. If you plan to participate in the Beijing license plate lottery but cannot provide a Beijing Work Residence Permit, it is best to ensure that your social insurance and individual income tax payments meet the relevant standards.
