Possession of a valid motor vehicle driver's license issued by the traffic management department of the public security bureau. II. Non-local residents holding a valid "Beijing Work Residence Permit" must meet all four of the following requirements: 1. No passenger car registered in Beijing under their name; 2. No motor vehicle that should be scrapped but has not been deregistered under their name; 3. Possession of a valid motor vehicle driver's license issued by the traffic management department of the public security bureau; 4. Possession of a valid "Beijing Work Residence Permit" issued by the Beijing Talent Work Bureau. Note: Spouses and children accompanying the holder of the "Beijing Work Residence Permit" are not considered permit holders and cannot use this to apply for a passenger car allocation quota.
