Cloned vehicles are subject to the following penalties: they will be confiscated by the traffic management department of the public security authorities, the vehicle will be detained, and the offender may face up to 15 days of detention. If the act constitutes a crime, criminal liability will be pursued according to the law. According to the Ministry of Public Security Order No. 111, using a forged motor vehicle license plate or driving license will result in 12 penalty points. A cloned vehicle refers to a vehicle that uses a fake license plate with the same number as a genuine one, often involving refurbished old cars that were smuggled out after being scrapped. On August 20, 2012, the Ministry of Public Security clearly stipulated that vehicles confirmed to have been cloned can have the traffic violation records incurred during the period of cloning revoked, and they may apply for a new license plate number and vehicle registration certificate.
