In cases of minor violations where no traffic accidents occur, individuals under the age of sixteen who are exempt from criminal penalties shall have their parents or guardians ordered to provide proper discipline. If the individual repeatedly fails to correct their behavior despite warnings, the relevant regulatory authorities may impose corresponding administrative detention and educational penalties. In severe cases where individuals without or with limited capacity for civil conduct cause harm to others, their guardians shall bear the tort liability. When necessary, the government may also take custody and provide correctional education.
