If a new car is driven on the road without license plates, the traffic authorities shall impound the vehicle and issue a warning or impose a fine ranging from 20 to 200 yuan. For motor vehicles driven on the road without displaying license plates, inspection qualification marks, insurance marks, or without carrying the vehicle license and driver's license, the relevant party shall be notified to provide the corresponding documents and complete the necessary procedures. According to Article 90 of the Road Traffic Safety Law, motor vehicle drivers who violate the provisions of road traffic safety laws and regulations regarding road passage shall be given a warning or fined between 20 and 200 yuan. If there are other provisions in this law, penalties shall be imposed in accordance with those provisions. There is no specific time limit, but temporary license plates must be obtained. For vehicles that have not yet been registered, temporary plates valid for no more than 15 days are required, while temporary plates valid for no more than 30 days are needed for cross-regional travel.
