What are the penalties for driving a motorcycle without a license?

The Road Traffic Safety Law, Article 99 stipulates: Driving a motor vehicle without obtaining a motor vehicle driver's license, or when the motor vehicle driver's license has been revoked or temporarily suspended, shall result in a fine and detention for up to 15 days. There are ten possible situations that are considered as driving without a license or are deemed as driving without a license: not having a driver's license; obtaining a driver's license illegally without taking the test; the driver's license has been canceled or revoked; obtaining a driver's license illegally without meeting the driving conditions (age and health status); the driver's license has expired; the driver's license is temporarily suspended; driving a civilian motor vehicle with a military or armed police force driver's license; driving in China with a foreign motor vehicle driver's license; driving a vehicle that exceeds the highest permitted vehicle type; not carrying the driver's license.
