The lottery pool separates locals from non-locals, with the winning odds differing by several times. Buying a new energy vehicle is slightly easier, but the waiting list can still take three to four years. Additionally, license plates cannot be inherited—only transferred between spouses. Even plates transferred from parents to children must meet the lottery conditions. Renting plates on the black market now carries huge risks, as getting caught directly voids the quota. If you're in urgent need, consider regional plates—they at least allow entry within the Fifth Ring Road.
