2021 "Motor Vehicle Registration Regulations" stipulate that for motor vehicles acquired but not yet registered, a temporary license plate valid for no more than 15 days will be issued for temporary driving within the administrative jurisdiction; for temporary driving across administrative jurisdictions, a temporary license plate valid for no more than 30 days will be issued. If the motor vehicle owner needs to apply for a temporary license plate multiple times, the vehicle management office may issue it no more than three times. Relevant details are as follows: 1. Identity proof of the motor vehicle owner: individuals must provide an ID card; non-locals must provide a temporary residence permit; military ID or household registration booklet; foreigners must provide a residence permit; organizational code certificate for unit vehicles; proof issued by embassies or foreign institutions in China; these documents must be fully consistent with the vehicle purchase invoice, and both originals and copies must be provided. 2. Proof of vehicle origin: original purchase invoice; or legally effective "Mediation Agreement," "Ruling," or "Judgment" issued by a court, along with the corresponding "Notice of Assistance in Execution" or "Arbitration Award"; or "Notarization Certificate" for inheritance, gift, or debt settlement agreement; or approval documents from the competent authority for asset restructuring or bulk asset sales; or motor vehicles purchased through auction; or auction invoice; or "Confiscation Certificate of Smuggled Cars and Motorcycles" issued by law enforcement. 3. Motor vehicle product qualification certificate: domestic motor vehicles must provide the whole vehicle factory qualification certificate; or imported motor vehicles must provide the "Goods Import Certificate" and "Notification of Entry/Exit (Registration/Deregistration) of Customs-Supervised Vehicles." Imported motor vehicles must also pass online verification, domestic vehicles must undergo theft verification, and vehicles produced after January 1, 2011, must include original factory photos and VIN frame imprint numbers.
